Primary Healthcare Manager**

    The role is responsible for overseeing Primary Healthcare.

**This is an “Indigenous Only” role under Special Measures of the EEO Act 2010, Section 12.

Key Responsibilities

• Facilitate and assist with the delivery of programs within Njernda health unit
• Where appropriate delegate day to day program management to medical team leaders.
• Regularly liaising with the Team Leaders over rosters to ensure there is adequate staff
coverage to provide services
• Ensuring all staff work effectively within defined timelines and that all reporting
requirements are being reported on in line with service and funding agreements
• Liaising with the community and the Health & Wellbeing teams to ensure the needs of the
community are being met by the development of culturally relevant programs
• Ensuring daily statistics are completed, analysed, and acted on
• Developing communication between staff and the service by convening, attending, and
participating in general and unit staff meetings.
• Setting performance and quality standards in consultation with the staff and ensure that
they are met.
• Ensure all professional development is in line with the requirements of the employees’ role
(including PD and workplan)
• Managing of the unit staff and ensuring that they are registered, trained, and meeting
clinical practice requirements
• Responsible for providing high quality support, supervision and debriefing to staff as
required.
• Review and maintain AGPAL accreditation ensuring Njernda is following documented
policies and regularly reviewing to ensure they meet current legal requirements
• Regularly review budgets and ensure programs are running within budget
• Preparing submissions of programs to federal and state governments
• To represent and speak on behalf of the Njernda Aboriginal Corporation when required
• Participate in regular local, regional, and metropolitan meetings in relation to funding,
Aboriginal health, and partnership.
• Ensure all employees are inducted and receive regular training as required to perform jobs
safely
• Actively promote Njernda Health Programs to community and stakeholders by attending
regular events
• Review all accident reports / incidents and prepare reports as appropriate
• Review any health and safety related reports and take appropriate action
• Ensure liaison with employee health and safety representatives, particularly on any
workplace changes which have a health and safety component
• Embedding cultural practices ensuring programs are delivered in a culturally safe way
• Other related duties as directed by the Health and Ageing Director and/or CEO

Key Selection Criteria

• Demonstrated knowledge and understanding of Aboriginal Culture and Health issues that affect this community
• Knowledge and skills in program and service planning, implementation, and evaluation
• Ability to work within timeframes and budget constraints
• Ability to lead and manage a team of employees including undertaking HR responsibilities
• Experience in partnership, stakeholder, and project management
• Experience in using the clinical software Communicare
• Excellent communication and interpersonal skills, including report writing, negotiation, and advocacy skills and ability to work with people from a diverse range of cultures and backgrounds
• Excellent IT and computer skills

Required Education, Training And/or Competencies
• A tertiary qualification in Health Management and/or Public Health
• Demonstrated experience in working within Aboriginal Health Service
